How A Bill Becomes A Law
Virginia’s Legislative Branch
- In Virginia a Delegate serves a two-year term who serves approximately 71,000 citizens and a Senator serves a four year term who serves approximately 176,000 citizens. There are 100 Delegates and 40 Senators. Every citizen has one Delegate and one Senator for their district.
- The Virginia General Assembly Sessions begin every year on the second Wednesday in January.
- In even-numbered years, the G.A. meets for 60 calendar days and in odd-numbered years it meets for 30 calendar days.
- In odd-numbered years, House members (Delegates) are limited to 15 bills maximum being submitted (patroned or sponsored).
- The Speaker of the House is the presiding officer of the House of Delegates.
- The Lieutenant Governor is the presiding officer of the Senate.

* Rules for Delegates and Senators Voting on a Bill:
A Legislator can change their vote for up to 30 minutes AFTER the Sub- Committee or Full-Committee meeting adjourns.
So all the witnesses, speakers and the press are gone and a Delegate or Senator can renege on their original vote as long as it does NOT change the outcome.
