U.S. Senate Bill S1231 Second Chance Act of 2011 which would have included registered sex offenders in contrast to the 2007 Act was amended to prevent CERTAIN sex offenders from receiving the benefits of the Second Chance Act.

U.S. Congressional bill HR2355- Hallowed Grounds Act
To amend title 38, United States Code, to exclude individuals who have been convicted of committing certain sex offenses from receiving certain burial-related benefits and funeral honors which are otherwise available to certain veterans, members of the Armed Forces, and related individuals, and for other purposes.

HR2355 was Referred to House Veteran’s Affairs ( http://veterans.house.gov ) and House Armed Services Committee ( http://armedservices.house.gov/ )
There are no Virginians on the House Veteran’s Affairs Committee but there are 3 on the House Armed Services Committee including one who is a Co-sponsor.

The RSOL of Virginia asks you to call, fax or write to the 3 Virginia representatives and ask them to vote against this bill. Any citizen, who served the U.S. honorably, defended the Constitution and all our Freedoms should NOT have their burial rights revoked for a conviction that occurred years later. HR2355 proposes Tier 3’s be denied burial in Veteran’s cemeteries, well Virginia doesn’t even have a 3-Tiered system so how would this even be applied to Virginia veterans who are also registered offenders?

This is even worse than the FHA Act bill, this is unemployment payments.

HR5618 passed the House on June 29, 2010 270 to 153 and it now heads to the U.S. Senate.

HR5297: Small Business Lending Fund Act of 2010, Introduced May 13, 2010 by Barney Franks-MA with 20 co-sponsors

The bill as introduced had nothing about sex offenders.
HR5297 passed the House on June 17, 2010 241 to 182 and it was sent to the U.S. Senate.

There have been 60 amendments between the House and the Senate and somewhere buried in those amendments a Senator added the provision concerning certain sex offenders.

(2) LOAN RECIPIENTS- With respect to funds received by an eligible institution under the Program, any business receiving a loan from the eligible institution using such funds after the date of the enactment of this title shall certify to such eligible institution that the principals of such business have not been convicted of a sex offense against a minor (as such terms are defined in section 111 of the Sex Offender Registration and Notification Act (42 U.S.C. 16911)).

Please send a letter or make a phone call IMMEDIATELY to Virginia Senators Mark Warner and Jim Webb asking them to oppose including ANYONE convicted of a sex offense against a minor. Ask them to submit an amendment removing this language and if it’s too late to vote no for HR5618 and HR5297.

On January 12, 2010 the U.S. Supreme Court will hear arguments in United States v. Comstock. Justices must decide whether Congress overstretched its authority in passing the Adam Walsh Protection and Safety Act, signed into law in 2006, to create a national sex offender registry.
