The VCSC is not a Legislative branch it's a Judicial branch. They mainly conduct studies and gather data on sentencing guidelines in Virginia.
The VCSC Annual Report is released every December 1st after they've had their four yearly meetings.
If the Commission recommends any changes to Virginia's sentencing guidelines it automatically becomes law the following July 1st. UNLESS a Virginia Legislator proposes a bill at the upcoming General Assembly to stop the commissions proposal and that legislation must be passed during that General Assembly session AND then the Governor must sign it, otherwise the VCSC's recommendation becomes law that July.

On October 30, 2009, Governor Kaine Announced Appointments for 2010 to many State Boards and Commissions.
One appointment was to the Virginia Criminal Sentencing Commission.
Governor Kaine chose Debbie Smith CEO of H-E-A-R-T, http://WWW.h-e-a-R-t.info/ .
Mrs. Smith was raped in 1989 behind her home, while her husband now a retired Williamsburg Police Officer was asleep in their house. The DNA Backlog Grant Program was named for Mrs. Smith, her attacker was found 6 years later because of DNA and there was a Lifetime Movie based on Mrs. Smith's attack.
She was an invited speaker to the September 16, 2009 Virginia Crime Commission in Richmond.
